Upstage AI株式会社（本社：東京都港区、代表取締役：松下紘之、以下Upstage）は、カラクリ株式会社と共同で国内開発した日本語特化型の大規模言語モデル「Syn Pro（シン・プロ）」が、経済産業省および国立研究開発法人 新エネルギー・産業技術総合開発機構(NEDO)が推進する「GENIAC」関連プロジェクトにおいて、「国産基盤モデル」として正式に認定されたことをお知らせします。

本認定は、日本国内に開発拠点を持つ企業・大学が開発したモデルのうち、フルスクラッチ開発、追加学習、ファインチューニングを含む「国内で自立的に開発された基盤モデル」とみなされるものに付与されます。「Syn Pro」は、言語的・文化的文脈まで深く最適化された日本語性能、高い安全性、そしてオンプレミス展開に対応した企業利用の実用性が評価され、国産基盤モデルとして正式にリスト掲載されました。

‍■ 日本企業・公共機関における「国産基盤モデル」活用
今回の経済産業省による「国産基盤モデル」認定は、日本企業および公共機関が生成AIを導入する際に求められる信頼性・コンプライアンス・セキュリティの重要な指標となります。日本では近年、データ主権や国内要件への適合性が重視されており、機密性の高いデータを扱う環境では、国産AIの利用が重要な判断基準となりつつあります。

■ Syn Pro（シン・プロ）について
Syn Proは、Upstageとカラクリが日本国内で共同開発した31Bの大規模言語モデル（LLM）で、Weights & Biases Japanが運営するNejumi Leaderboardにて世界トップ20入りを達成（2025年11月20日時点）両社のベストプラクティスを掛け合わせることで、より大規模なモデルを上回る日本語精度を発揮し、金融・保険・行政など高い信頼性が求められる分野でも活用検討が広がっています。

  外部APIに依存せず、企業内ネットワークや専用機器上でデータを外部に出さない形でのAI活用を実現する。他の大規模モデルでは制限されがちなオンプレ運用においても、AIワークステーションなど、ユーザーのローカル環境で即利用できる柔軟な導入選択肢を提供します。
• 軽量かつ高性能
  パラメータ数32B未満というコンパクトな構成ながら、Nejumi Leaderboardなどのベンチマーク指標において、より大規模なフロンティアモデルをも上回る日本語性能を記録。高性能GPUクラスタを必要とせず、企業内環境でも高いコストパフォーマンスで導入・運用できる実用性に優れます。

Japan’s enterprises can now adopt Syn Pro with confidence as a high-performance, Japan-built AI model tailored for domestic requirements

Tokyo, November 21, 2025 — Global AI company Upstage AI announced that Syn Pro, the Japan-specialized large language model co-developed with Karakuri Inc., has been officially certified as a “Domestic Foundation Model” under the GENIAC program led by Japan’s Ministry of Economy, Trade and Industry (METI) and New Energy and Industrial Technology Development Organization (NEDO).

This certification is granted to models developed and fine-tuned within Japan as a key trust indicator for organizations adopting generative AI. As data sovereignty and regulatory compliance grow in importance, certified domestic models offer a secure and reliable option—particularly for industries handling sensitive information. Syn Pro was recognized for its Japanese linguistic accuracy, cultural alignment, enterprise-grade safety, and support for on-premise deployments.
